Dr. Lonnie E. Mitchell Legacy 

The former Dr. Lonnie E. Mitchell National Substance Abuse Conferences, which had its beginning in early 1987, exemplified the legacy and work of the late Dr. Lonnie E. Mitchell, PhD, an esteemed educator, administrator, policy advisor and psychotherapist. A licensed clinical-social psychologist, Dr. Mitchell, worked extensively in the areas of community mental health, addictions and substance use disorders, human services, youth problems, anti-poverty work, and career and manpower development. He was a creator of groundbreaking national and international programs and innovative efforts for disadvantaged communities and people of all races, creeds, ethnicities, sexes and economic levels.

 

Dr. Mitchell was a pioneer, prominent leader and innovator in substance use disorders and addition counseling. He was invited by the White House to plan the United States (US) National Institute on Drug Abuse (NIDA) and to establish an integrated system of healthcare among the nation’s leading health, drug abuse and counseling agencies. Dr. Mitchell served as Chief of the Prevention and Education Branch at NIDA where he helped to create, and later direct, the International Substance Abuse Training Program for the US Department of State. Dr. Mitchell set a unique standard in the field of health service delivery.

His extensive lifetime accomplishments include Administrator of the US District of Columbia Alcohol and Drug Abuse Services Administration, inaugural founder and Director of the University of Rochester Center for Afro-American Studies, Deputy Director and Co-founder of the Area B Community Mental Health Center and Assistant Director and co-founder of the Institute for Youth Studies at Howard University. He was a tenured professor, faculty, researcher and lecturer at universities such as Johns Hopkins University.

Dr. Mitchell’s career spanned over 40 years. He has been credited with:


•    Credentialing of health workers
•    Continuing education for drug abuse workers
•    Special programs for ex-addicts
•    Ethnic minority programs in addiction
•    Physician education and educational materials
•    Education and training materials for drug abuse workers
•    A national training system for drug abuse workers
•    The model for state certification approved by the US Congress.

 

At the time of his death, Dr. Mitchell was Professor of Applied Psychology and Rehabilitation
Counseling at Coppin State College. While there, he provided technical assistance to more than 70 universities, and created and directed numerous programs, including: 

•    The Coppin State College Annual Substance Abuse Educational Conference 
•    The International Training Institute and Support Program for Indonesia 
•    Health Agents and an Orientation to Community Health Outreach Project 
•    The Early Intervention Substance Abuse Program for High-Risk Youth Project 
•    Preventing AIDS in the IV Drug Use Community: A Program for The Training of Community 
•    The Certification Training Institute 

As a visionary leader and trailblazer, Dr. Mitchell was recognized as an Outstanding Educator of America, honored as one of American Men of Science, and has received numerous accolades, awards and honors.
